Sultanate of Oman is a country dedicated to drug trafficking control. In connection to this, the country believes that drug trafficking is an international challenge to all the societies all over the world. Therefore, it cannot be controlled in one country rather requires a collective effort nationally and internationally. Sultanate of Oman has, therefore, subscribed to the international, federal anti-drug initiative that has two major elements, including, reducing the demand for the drugs, and reducing the supply of the drugs (Craft & Howlett 2012).
The biggest challenge in trying to control drug trafficking in the whole world is rising demand that is being experienced and locating the main drug traffickers, who at times are linked top officials of the government, since decisions has to be made on the best approach to be used (Nooraie 2008). This makes it even harder for the government to accomplish the primary goal of reducing the supply of illicit drugs flowing into the country. In its effort to hold the customs of the people in the country and trying to adhere to the human rights, the government of the Sultanate of Oman is unable to completely eliminate drug trafficking in the country. According to Focardi & Jonas (2008), the supporting goal that will ensure that drug trafficking is minimal is to reduce the amount of all the illicit drugs cultivated, consumed and processed in the worldwide.

Principles of risk management
A risk ‘aware’ management culture: creating a risk conscious together with a security aware culture in the country will strengthen the information infrastructure that will enlighten the security officers on controlling entry of drugs.
Clear authority and responsibility: clear definition of roles and duties allocated to each security officer to avoid conflicting ideas
Centralization of the risk control function: keeping the risk control function alive and ensuring coordination of all phases of administration of drug trafficking control.
Having a systematic and uniform continuous process: Allocation of duties right from the central function unit to all security agents for enhanced uniformity in administration.
Risk management framework
Risk management framework in Sultanate of Oman constitutes of the executive orders, formulation of policies, and regulations or standards. The drug control administration in the country organize regular meetings to revise the standards, policies and regulations that have been set in order to comply with the internationally recommended practice for regulatory compliance management. In the earlier research by (Craft & Howlett 2012), controlling drug trafficking in a country is the sole responsibility of the administrative authorities, which is meant to fundamentally protect the social welfare of the citizens in the country.
Risk is a broad term that is being defined depending on the subject matter. With regard to drug trafficking, risk refers to protecting the public from being involved in drug trafficking and ensuring that the foreigners are compliant with the national and international rules and regulations on drug trafficking (Hopkin, 2013). In the process of ensuring that this unconstitutional business transaction is eliminated in the country, the anti-drug administration has developed an effective system to assess movement into and out of the country. The system is a set of trained executives who have been equipped with the knowledge of detecting illicit drugs.
Due to its location, Sultanate of Oman has in recent years become a drug trafficking transit country for the surrounding countries. As far as importing of drugs is concerned, Latin American is known as the greatest source of cocaine in Sultanate of Oman by air directly or even through the African countries, then Europe before arriving in sultanate of Oman.
Risk Management Program in Sultanate of Oman Security Agents
On the national level, basic law in ant trafficking act dated 1988 that were amended by the federal law in 2010 provide the rules and regulations to be followed in the fight against psychotropic substances and drugs. The law stipulates that imprisonment sentences are applicable to any person whose urine sample test shows that the person has used drugs and not only to a person who is in possession of drugs. Though the capital penalty has not been implemented in the recent years, the law provides that drug traffickers should be punished by death penalty (Long, 2009). The security officer's concern with drug trafficking in sultanate of Oman should ensure that the case is presented to 19 judges before being passed to the Ruler for approval.
