If we look at the traffic situation over the past decades there are serious facts we
can’t ignore- traffic jam and chaos on the streets during the rush hour especially in
our cities.Hence it foollows that we have to find solutions for these problems.
As a result of that in the 1970s and 1980s two catchwords have won more and
more influence in transport policy- cargo transport centre and city logistics.
With the help of different points we want to show you the advantages and
disadvantages of these two possibillities of solutions of traffic caused problems.
At first there are an introduction and some introducing words referring to the
reason of the traffic problem. In the second chapter some theoretical basics and
definitions are explained. The third chapter deals with the first catchword of the
cargo transport centre. In this part the reader on the one handside is introduced in
the structure and the constituent parts of a cargo transport centre and on the other
handside he gets information about characteristics, functions and the aims of it.
The forth chapter is about the second catchword named city logistics. In this
chaptor the reador gets information about the idea of city logistics, it’s advantages
and disadvantages as soon as the structure of itself. Last but not least there is the
summary of all chaptors as an recapitulatory ending.

1 Neue Wege- die Notwendigkeit von GVZ und City Logistik
„Der Mensch ist ein Wesen, das ohne Not nicht denkt!“ - an diesen, Bertold Brecht zugeschriebenem Satz, fühlt sich erinnert, wer die Entstehungsgründe zweier in der Geschichte deutscher Verkehrspolitik noch relativ junge Lösungsansätze, vor allem güterverkehrstechnischer Problemstellungen, betrachtet, Güterverkehrszentren und der City Logistik.
In Zeiten historisch gewachsener Mobilität steigt der Bedarf solcher verkehrseindämmenden, leitenden und regulierenden Lösungskonzeptionen stetig an.
Mobilität wird hierbei nicht nur als ein Mittel individueller Freizügigkeit und Luxusgut empfunden, sondern ist auch eine Nutzen spendende Notwendigkeit in der modernen Arbeitswelt. Dieser sich auf den Individualverkehr beziehende eben angesprochene Punkt ist jedoch nur ein Segment des verkehrstechnischen Konglomerates. Im Rahmen wachsender Güterverkehrsströme sind auch Probleme wie steigende Umweltbelastungen, Parkraumverknappung und der wachsende Berufsverkehr entstanden.
Vor dem Hintergrund dieser Problemstellungen und Auswirkungen waren und sind Überlegungen nötig, wie der Verkehr lokal sinnvoll zu beeinflussen und zu gestalten ist, da aufgrund der Begrenztheit des für die Verkehrserschließung in Innenstädten und Ballungsräumen vorhandenen Raumes dem Verkehr nicht unendlich nachgegeben werden kann.
Unter den genannten Gegebenheiten stehen nun die City Logistik als Inbegriff der Systeme und Methoden des Managements einer Güterverkehrslogistik in Ballungsräumen und das GVZ als logistischer Knoten zur Verknüpfung von Güternah- und Fernverkehr im Fokus der Verkehrspolitik.
Das Ziel der Arbeit ist es somit, die City Logistik und das GVZ als mögliche Lösungsoptionen verkehrstechnischer Probleme zu präsentieren, und deren Nutzen anhand verschiedener Punkte darzulegen.
2 GVZ und City Logistik als Systembausteine der Verkehrspolitik
Zu Beginn dieses Kapitels erfolgt ein einführender Ausblick auf die Entwicklung der Güterverkehrsleistung der Verkehrsträger Straße, Schiene und Binnenschiff im Modal Split, welcher die Notwendigkeit der darauf folgenden als Ausblick auf die kommenden zwei Kapitel gedachten Erläuterungen der Fachtermini GVZ und City Logistik als „Brennpunkte der Verkehrspolitik“ begründen soll.
Betrachtet man die Entwicklung der Güterverkehrsleistung der Verkehrsträger Schiene, Straße und Binnenschiff vorausblickend bis 2010, so fällt sofort eine unterschiedliche Qualität der Entwicklung der selbigen ins Auge. Einerseits stellt sich ein Anstieg des Straßengüterfernverkehrs von 111 bis 156% bis 2010 dar, andererseits steht dem eine Prognose vom Institut für Wirtschaftsforschung und des Verkehrsconsults Kessel+ Partner ein eher moderater Anstieg der Verkehrsleistung Schiene von 11 bis 42% gegenüber.
Es ist somit ersichtlich, dass sich der Modal Split deutlich zum Verkehrsträger Straße entwickelt, gefolgt vom Verkehrsträger Schiene und Binnenschiff.
Zwischen der Nachfrage nach der Verkehrsleistung auf der Straße, und dem nacheilenden Ausbau des Verkehrsträgers Straße, entsteht eine immer größer werdende Diskrepanz.
Dies führt uns nun zu den Termini GVZ und City Logistik, welche Lösungsmöglichkeiten verkehrspolitischer Problemstellungen darstellen.
In Anlehnung an Ihde werden unter City Logistik alle operativen und dispositiven Maßnahmen verstanden, die sich auf die bedarfsgerechte und umweltverträgliche, nach Art, Menge, Zeit, Raum und Umweltfaktoren abgestimmte, effiziente Bereitstellung von Realgütern in einer Stadt beziehen.
Durch gezielte Maßnahmen soll also unter Beachtung differenzierter, auf den Güterverkehr Einfluss nehmender Faktoren, eine Verbesserung des Lieferservice in Ballungsräumen erreicht werden, der positiv auf die bestehende verkehrlichen Situation einwirkt.
