Research Objectives & Key Themes

This study aims to investigate the determinants that influence the effectiveness of Monitoring and Evaluation (M&E) systems within local non-governmental organizations (LNGOs) operating in the Kolfie Keranio and Nefas Silk Lafto sub-cities of Addis Ababa, Ethiopia. The primary goal is to provide these organizations, along with donors and project management stakeholders, with a better understanding of M&E systems and actionable strategies to enhance their implementation for better performance tracking.

  • Impact of the selection and application of M&E tools and techniques.
  • Effect of budgetary allocation on M&E system implementation.
  • Contribution of M&E training and technical support to organizational effectiveness.
  • Influence of the technical capability and expertise of M&E staff on project progress tracking.

Excerpt from the Book

2.5. Factors Affecting the Effectiveness of M&E System

Projects require different M&E needs depending on the operating context, implementing agency capacity and donor requirements. It is therefore important, when preparing an M&E plan to identify methods, procedures, and tools to be used to meet the project’s M&E needs (Chaplowe, 2008). There are many tools and techniques used to aid project managers in planning and controlling project activities which include: project selection, risk management tools and techniques; project initiation tools and techniques; project management planning tools and techniques; project management executing tools and techniques; and project management monitoring and controlling tools and techniques. The NGOs mainly use two principal frameworks: result framework and logical framework (Jaszczolt et al., 2010). A framework is an essential guide to monitoring and evaluation as it explains how the project should work by laying the steps needed to achieve the desired results.

A framework therefore increases the understanding of the project goals and objective by defining the relationships between factors key to implementation, as well as articulating the internal and external elements that could affect the project’s success. A good M&E framework can assist with ideas through the project strategies and objectives on whether they are ideal and most appropriate to implement (Ending Violence against Women and Girls Programming Essentials 2, 2013). The M&E framework should also include details on budgeting and allocation of technical expertise, as well as inform donors and project management on the its implementation (Guijt et al., 2002).

Summary of Chapters

Frequently Asked Questions

What is the core focus of this research?

The research focuses on identifying and analyzing the determinants that affect the effectiveness of Monitoring and Evaluation (M&E) systems in local non-governmental organizations (LNGOs) within specific sub-cities of Addis Ababa.

What are the central thematic fields explored in this study?

The central themes are the utilization of M&E tools and techniques, the role of budgetary allocation, the impact of technical staff competence, and the provision of training and technical support.

What is the primary objective of this work?

The primary objective is to assess how specific factors influence the ability of LNGOs to effectively track project progress and performance, thereby helping stakeholders improve their M&E systems.

Which scientific methodology was employed?

The study utilized a quantitative research approach with an explanatory research design, incorporating document reviews for triangulation and multiple regression analysis to establish relationships between variables.

What does the main body of the work cover?

The main body covers a comprehensive literature review on M&E theories, the detailed methodology used to collect data from LNGOs, the presentation of survey results, and a discussion of these results via regression and correlation analysis.

Which keywords best characterize the study?

Key terms include M&E system effectiveness, LNGOs, project performance tracking, budgetary allocation, and technical staff capacity.

How does the Ethiopian regulatory environment affect M&E implementation?

The study highlights that certain government regulations, such as the 70:30 ratio rule for administrative and program costs, impose restrictions that lead some NGOs to minimize M&E-related expenditures.

What is the significance of the "Logical Framework" in this study?

The logical framework is identified as one of the most popular tools used by the surveyed organizations for project planning and evaluation, although the study also discusses limitations regarding its use as a stand-alone tool.
