    Political interference with the operations of local government system still remains very high. This has been observed as seen by the way how political cadres especially from the ruling party have the courage to block or lock up offices for legitimate local government officials. While central government has power over local government, an appropriate way of doing this is essential unlike allowing cadres to do what they do with impunity.
